Why Premium account needed?

I'd like to test warpack on a secondary account, and to tell the truth I also don't have premium on my main account.
Why is it needed to use warpack?

Can I ask to change the account association and use with main account?

You can't use WarPack at two accounts by 1 key. 1 key - 1 account.
For the prevention of gastritis schoolchildren.
Why save money for WarPack if there is no premium.
Better to have breakfast at school.
