Paypal observed my account when I again tried to make payment - including getting me again to clear cache and cookies - they confirmed that the issue is not on my account , but is on your end ...I asked the representative to send me an email to confirm our conversation :-

Its on your end Sherman, I have had this problem for a few days now and still cant get it to work. I used both IE and chrome on 3 devices and still get the same message as taffytime.

So this is what I have done so far. I made a new warpack account and now I can get in to my paypal account but only from my cell phone. But now when I select where the money is to come from and click Pay I get this

This payment cannot be completed and your account has not been charged. Please contact your merchant for more information.

I have tried my paypal balance and tried taking it from my back account. I will call paypal tomorrow.

Ok sorry about all the post but I just talked to Paypal. They say the 12.00 is not going through because its a high risk transaction. I told them I have made payments to you guys before and they said its a high risk now and it doesn't tell them why. So its not our PC's its Paypal blocking it. You guys might want to call them and ask why its being blocked.

taffytime, according to your problem tech support PayPal said that you have business account, and we can only accept payment from individuals.

I have tried 3 computers from home, 4 computers from work and an air gap machine that has never before been connected to the internet with no cookies. Nothing worked.

Between myself, both my brothers and 3 people I work with that's a total of 21 computers in 3 different countries that cannot now make a payment who could a month ago.

It is impossible that all of those computers and those here in the forum developed the exact same problem at the exact same time. I tried explorer, chrome and then installed 3 additional
browsers on 2 computers here at home and all the same problem. However I can easily buy gold and premium time on WOT with the exact same card and number. My computer works with paypal, my account is ok and I just finished using paypal to buy WOT gold and pay for 2 ebay items but when I try you again same problem.

Honestly it is a bit annoying for me but since you are the one who is losing money and we can't pay you it is a bigger problem for you.

Have you received any money in the last 24 hours via paypal and it is the usual amount?  I have emailed paypal and they replied all was ok on all my payments and the log indicated that I had 33 attempts to your account and that they were rejected or could not establish a secure link with you and she did not know which problem it was but my other transactions the last 2 days were fine.

Then I called customer service, Same story, their log file clearly indicates  a "handshake" issue between paypal and your end and a high amount of failures and she was opening a trouble ticket to have it looked into.

Not mush else to say except I hope it's fixed soon.

Oh, I forgot to mention I have a personal paypal acct, I loaded some money in my second paypal and my wifes, no luck that way either.

I would like to pay, but I now do not know how.

Sherman thanks for help so far. I have used the same account every time I have placed the order with you guys, and yes its a business account. Im in the USA as well.

Sherman do you think paypal is blocking payments form some countries going to you guys? Did they say why mine is getting blocked and saying its a high risk transaction?

PayPal will force us to raise the status of the business account.
It was 18.04.2015.
According to the laws of the Russian Federation is now our account can not receive payments from the same business accounts.
