I tried to buy a key with a visa prepaid card through payeer. It had enough of a balance but the payment cancelled. Is there another way I can use this card to buy a key.

VISA only CIS, you need MasterCard or you can use other Payment Systems look like bitcoin.

All available payment options you can see when you will buying the key (except PayPal).
Warpack have not officially prohibited mods against itself, and therefore will not ban the account.
Since the advent of Warpack not been any ban the account.
